Use
(1) These guidelines are not intended to be used as a substitute for research. It is hoped, however, that they will make it easier to understand the Code and how it should be applied.
(2) The guidelines do not affect existing technical or procedural instructions contained in the IR Manual. If there are inconsistencies between these guidelines and the basic text of the IR Manual, the IR Manual will prevail. Procedural statements in these guidelines are for illustrative purposes and are not to be taken as authority for administrative action.
(3) These guidelines are not to be cited as authority for the disposition of any case.
